Portman and Shaheen Key energy efficiency provisions passed by Senate as part of bipartite infrastructure legislation

WASHINGTON DC – Today, U.S. Senators Rob Portman (R-OH) and Jeanne Shaheen (D-NH) announced that key provisions of their bipartisan agreement Law on Energy Saving and Industrial Competitiveness (ESIC) adopted the Senate as part of Law on investment in infrastructure and employment. These provisions will improve the energy efficiency of buildings and the industrial sector, which will help reduce emissions, protect the environment and create jobs.

“With the passage of the Law on Investment in Infrastructure and Jobs, the Senate has taken another important step towards adopting common sense measures that will increase energy efficiency and reduce emissions in the whole economy. ” Senator Portman said. “We need a balanced approach to protect our environment and reduce emissions, while preserving our economy and our jobs – these measures accomplish just that.”

“I appreciate the Senate’s bipartisan commitment to prioritize energy efficiency and the fact that the Infrastructure Investment and Jobs Act is making significant progress towards this goal with the inclusion of key provisions of my bill with Senator Portman ” said Senator Shaheen. “The Senate seized this crucial opportunity to rehabilitate our electricity grid, our transportation networks and our infrastructure, while building a more sustainable future. I am pleased that our bipartisan measures have played an important role in this effort and I am encouraged by the overwhelming bipartisan support of the Senate to advance this historic infrastructure set. The Senate has done its job – the House must quickly follow suit. “

The provisions include:

  • $ 120 million in fiscal year 2022-2026 to fund centers that identify opportunities for optimizing energy efficiency in manufacturing and industrial facilities;
  • A $ 45 million annual grant program for fiscal year 2022-2026 to implement cost-effective building codes for efficiency and resilience;
  • A $ 10 million grant program for fiscal year 2022 in higher education institutions to establish construction training and assessment centers to implement modern construction technologies;
  • A $ 10 million grant program for fiscal year 2022 to invest in vocational training programs allowing students to receive certificates enabling them to build energy efficient building technologies;
  • Creating technical assessments for manufacturers to maximize energy efficiency, prevent pollution, improve water use, conserve natural resources and more;
  • A requirement for information sharing between the EIA and the EPA regarding commercial energy consumption data.
